I'm not sure ( 100 % ) if a program called 'Spiceworks Desktop' was the culprit.
However after running SFC /scannow and also scheduling a disk check which ran 100% with nothing untoward found, this evening I started my laptop, pressed F8, selected LAST KNOW GOOD CONFIGURATION and voila, my CPU usage is back to normal levels ( between 0 and 50 % ) and not running at 100% all the time.

I'm going to set a restore point ( where it is now ) and find an up to date virus checker that will run on WINDOWS 7.
The one my I.S.P for FREE provide will not run on Windows 7. :-(
I am also going to backup everything to my large external hard-drive after I've run a virus check.
I think I'll try Norton AntiVirus 2010 OEM from here as I've bought from ARIA before.>>
